The Transportation Specialist Environmental Assessments and Studies plays a pivotal role in conducting studies, planning process and delivering preliminary road design that align with the Region’s multi-modal approach to transportation planning. This includes coordinating studies and prioritizing road design standards, safety, active transportation, transit, and goods movement, while also integrating feedback from public and agencies and internal key stakeholders like Transportation Design & Construction, Operations, Planning, Peel Health and Water/Wastewater teams.In this role, you’ll provide technical expertise, support and guidance to Senior Staff and Project Managers, ensuring Environmental Assessments (EA) and transportation studies and planning processes reflect the Region’s interests. You’ll review and coordinate comments on EA, design, and construction submissions from municipalities, partners, and consultants, producing functional designs that consider innovative intersection and active transportation alternatives. Your conceptual level designs will identify constraints, opportunities, and cost implications for projects, laying the groundwork for strategic budget planning and scope of work development for the detailed design stage. You will lead technical components of the Complete Corridor Studies and EAs to support the Project Managers including data collection and review, coordination of comments, public and agency consultation.Collaboration and communication are at the heart of this position, as you’ll attend stakeholder meetings, present to public forums, councils, and Technical Advisory Committees, and, when required, represent the Region’s interests to the Executive Leadership Team (ELT), council, and developers.   • Provide technical expertise and guidance to management and Project Managers for the successful delivery of Complete Corridor Studies and Environmental Assessments for transportation infrastructure.
  • Develop conceptual and preliminary road design drawings for Environmental Assessments (EA) and other capital projects within Regional Right-of-Ways.
  • Review and approve engineering plans submitted by external consultants, ensuring alignment with regional standards and procedures, while proposing alternative designs to address conflicts with current or future infrastructure.
  • Review functional designs and site plan applications, incorporating multiple intersection and active transportation alternatives to safeguard and promote the Region’s interests for future use.
  • Review and collaborate with the consultants and internal/external key stakeholders for conceptual designs, studies and Environmental Assessment projects, including raw survey data, design criteria, Right-of-Way plans, plan and profile drawings, cross-sections, and cost estimates, while coordinating project details.
  • Represent the Region in project and agency/liaison meetings, conducting research and contributing to special studies as needed.
  • Collaborate with internal departments and external agencies, such as MTO, City of Brampton, Town of Caledon, City of Mississauga, and utility companies, to coordinate designs, resolve conflicts, and align schedules to support Complete Corridor studies and Environmental Assessments.
  • Develop, review and implement public consultation and indigenous consultation strategies.
  • Provide guidance and expert advice to the Program Manager and Project Managers to enhance and refine the study processes and scope
  • Consolidate departmental feedback on Environmental Assessments conducted by local municipalities within the Region of Peel.
  • Participate in stakeholder meetings, preparing and delivering presentations for public forums, stakeholders, the Technical Advisory Committee (TAC), and members of Council.
  • Work with internal departments to integrate land use, active transportation, goods movement, and public health considerations into preliminary road cross-section designs.
  • Using existing Regional and area municipal data, identify constraints, opportunities, and scopes of work, support RFP development, estimate project costs, and coordinate additional planned works for improved efficiency and synergy.
  • Perform additional duties as assigned.

What the role requires:

  • Civil Engineering degree or diploma or equivalent education with background in environment and transportation
  • Certified Engineering Technologist designation (CET) with the Ontario Association of Certified Engineering Technicians & Technologists (OACETT) or equivalent is an asset.
  • Minimum five (5) years of progressive experience in transportation planning and design of roads.
  • Demonstrated understanding and experience related to transportation planning and design and the Municipal Class Environmental Assessment process.
  • Demonstrated innovation in road design, strong judgement, tact and problem-solving ability.
  • Excellent communication and collaboration skills.
  • Working knowledge of the Class Environmental Assessment process for road projects, design standards, related codes, regulations, safety acts.
  • Proficient computer skills, including MS Office, MS Project.
  • knowledge of MicroStation/CADD platform, Bentley InRoads, GIS. Experienced in explaining technical information to a non-technical audience.
  • Valid, non-probationary Ontario Class G Drivers Licence.

Work Mode & Job Location: In this role, you’ll enjoy the flexibility of a hybrid work arrangement. This means you’ll have the ability to work off-site and on-site as needed, depending on operational needs at the 10 Peel Centre Drive, Brampton worksite.
