Job Title: Strategic Planning Analyst II – Business Case Development Analyst

Location: Edmonton, AB

Job Description: Reporting to the Program Manager for Business Case Development & Reporting, the Business Case Development Analyst plays a strategic role in crafting comprehensive business cases that drive decision-making and planning. The individual in this role will manage projects related to organizational improvements, service development, and strategic collaborations, all aimed at supporting the Edmonton Police Service (EPS) vision of relentlessly combating crime and being a strong partner in community safety.As a collaborative partner and leader, the Business Case Development Analyst will work with diverse stakeholders to gather information, define problems, identify outcomes and benefits, and develop high-quality solutions while facilitating effective communication and alignment towards common goals. The individual in this role will be responsible for developing business cases, reports, and analyses to guide decision-making and recommend best practices. Responsibilities include:

  • Develop comprehensive business cases that align with broader organizational objectives and clearly articulate the rationale behind recommendations.
  • Facilitate meetings across EPS to gather information, define problems, identify outcomes, and develop solutions, while collaborating with HR, Finance, IT, and other leaders to build business cases and reports.
  • Conduct strategic analysis of market trends, competitive landscapes, and internal data to identify growth opportunities and risks.
  • Provide analytical support for business case development including change readiness, change impact, equity and diversity, sensitivity analysis, and sustainability of proposed solutions.
  • Prepare essential documentation including business cases, reports, and presentations that summarize findings and support executive decision-making.
  • Advocate for continuous improvement and support change management by identifying inefficiencies, recommending process enhancements, and providing guidance on change readiness and impact assessments.
  • Support the portfolio management toolset and processes, enhancing organizational performance excellence through effective relationship management.
  • Leverage expertise in strategic management and evaluation metrics to create actionable performance measures and risk management strategies, while understanding strategic priorities, systems thinking, strategic planning, project and change management, and corporate reporting timelines.
  • Track and monitor business case progress, identifying and communicating deviations to support the organization’s adaptive approach.
  • Monitor and measure the achievement of outcomes and benefits to ensure alignment with organizational goals, utilizing key performance indicators and conducting post-implementation reviews to assess success.
  • Oversee the execution of key deliverables by establishing realistic timelines, identifying potential risks, and outlining critical milestones to drive successful outcomes.
  • Identify areas for continuous improvement within governance, business case development, and reporting processes, fostering an organization-wide culture of efficiency.
  • Conduct jurisdictional and environmental scans, develop, design, and present reports, lead and facilitate discussions with diverse client groups, and conduct various analyses based on requirements.
  • Support and mentor report and correspondence writers, ensuring a profound understanding of the elements crucial for informed decision-making.
  • Lead the development of reports that align with EPS’s vision and mission, fostering better decisions and delivering organizational value, while collaborating with teams across the Division to provide expert advice on report writing.
  • Demonstrate strong organizational and project management skills with the ability to set priorities, meet deadlines, and work in a multi-disciplinary team environment.
  • Foster robust change management and governance practices across the organization, ensuring that strategic initiatives are effectively implemented and sustained.
  • Other related duties as required.

Qualifications

  • University Degree (Master’s preferred) in Business Administration or a related field. A graduate level degree or beyond is an asset.
  • Minimum of five (5) years’ work experience in business analysis and/or project management.
  • Professional designations in project management and/or change management is an asset. Credentialled project management designation is a strong asset.
  • Experience developing business cases and making recommendations regarding strategic or operational issues.
  • Experience in report writing for governing bodies and understanding of Corporate Social Responsibility (CSR) reporting principles.
  • Excellent interpersonal and communication skills to break down complex concepts and form collaborative partnerships across the organization.
  • Ability to effectively manage complex projects that require collaboration with diverse stakeholders, while prioritizing and managing multiple tasks simultaneously.
  • Capable of making independent decisions, managing projects, and presenting findings, while promoting teamwork and resolving conflicts to achieve objectives.
  • Excellent written and verbal communication skills, with the ability to present information in a clear and concise manner to all levels of the organization.

  • As part of your pre-hire screening, you will be required to complete an Enhanced Security Clearance. Should you accept employment with the Edmonton Police Service you acknowledge and agree to participate in future Enhanced Security Re-Clearances at scheduled intervals or in any other circumstances, exigent or otherwise, as required by Human Resources Division.

Hours of Work: 33.75 hours per week, Monday – Friday. Hours of work may be subject to the terms and conditions of variable hours of work program.Salary Range: 21M, Salary Grade: 030, $48.767 – $61.623 (Hourly), $3,291.80 – $4,159.60(Bi-Weekly), $85,915 – 108,564 (Annually). The rates quoted are in accordance with a collective agreement between the Union and the City of Edmonton.General:
