Major Responsibilities:The Senior Project Manager, reporting to the Director of the Strategic Project Implementation and Community Engagement Branch, will manage Parks, Forestry and Recreation’s 2025 update to the Parkland Strategy, lead the Division’s review of changes to Provincial policy affecting parkland dedication, updates to Official Plan policy, zoning, and the Municipal Code. The Senior Project Manager will lead a group of professional staff in the analysis of the City’s parkland assets as they relate to population change and need, and work closely across groups to develop strong data management and mapping processes related to the City’s park assets. The Senior Project Manager’s work program will require close collaboration with partners across PFR (for example, Planning, Acquisitions, Development, etc) and across the City to advance the implementation the Parkland Strategy and other Council directives.The primary functions associated with this position include but are not limited to:

  • Leads the development of the 2025 Parkland Strategy including completion of engagement processes, data analysis, creation of Council reports and associated briefing and communications materials.
  • Manages and oversees analysis and mapping of demographic and societal trends, environmental and physical conditions, growth patterns and parkland provision. Identifies emerging planning issues to meet the information needs of the division and inform and advise senior management, members of Council and the public of changing trends.
  • Maintains up-to-date data regarding estimated financial impacts of changing legislation, regulation, or City policy as they relate to new park or recreational assets to be delivered through provisions of the Planning Act.
  • Leads integration of the Reconciliation Action Plan and TransformTO objectives with the Parkland Strategy and other assigned projects.
  • Coordinates with partners across PFR, in other City divisions (e.g. City Planning) and beyond to develop implementation plans for the Parkland Strategy and other policy changes.
  • Develops briefing notes and reports for senior management, standing committees and Council on parks and recreation plans, special projects and legislative compliance to support strategic decision making.
  • Represents the division, supports the Director and advances strategic divisional and corporate initiatives by providing leadership and technical expertise at inter-divisional project meetings, corporate working groups, meetings with Members of Council, Committee and Council meetings, meetings with external partners and community consultation events.
  • Facilitates and engages the public and other stakeholders in the planning process and represents the City’s/Division’s interests in a variety of public forums as a champion of city building initiatives. Leads the engagement discussion by providing relevant expertise, information and analysis.
  • Creates, reviews, and delivers communication and engagement materials, including web content, related to the delivery of significant planning, development and capital projects.
  • Provides input in the development of the division’s Capital Budget and 10-year Capital Plan.
  • Represents the City and the division as an expert PF&R planning witness at the Local Planning Appeal Tribunal (LPAT) or other mediations, tribunals or hearings for matters related to parkland and recreation facilities planning, including investigating, documenting and preparing evidence, as required. Serves as an expert for all mediation sessions. Supports and coaches staff who will be performing similar duties.
  • Supervises the day-to-day operation of all assigned project staff including but not limited to staff scheduling, work assignments, review and performance evaluation. Supervises various unionized staff in a project management context.
  • Mentors, supports, motivates and trains staff, ensuring effective teamwork, high standards of work quality and organizational performance, continuous learning and innovation.
  • Provides input in the development of the division/branch/unit’s annual budget utilizing information on operational requirements, staffing requirements, known pressures and required adjustments.
  • Assists management in the administration of the assigned budget by analyzing financial data, ensuring that expenditures are controlled and maintained within approved budget limitations.
  • Leads the preparation of RFQs/RFPs, structuring design competitions and preparing design briefs, evaluations of bids, recommendation of vendor, consultant management, contract monitoring, and vendor communications, renewals, and problem solving with staff.
  • Makes effective recommendations with respect to hiring, work assignments, performance appraisals and disciplinary action.
  • Acts as a Supervisor under the definition of the Occupational Health and Safety Act, and ensure that adequate training, safety equipment and safe work procedures are in place in order to develop a strong culture of health and safety and minimize any health and safety issues
  • Investigates, documents, prepares and collects information and recommends staff disciplinary action when necessary. Testifies/reports to mediations, arbitrations, and law suits.
  • Ensures work is undertaken in a manner that supports City compliance with the Accessibility for Ontarians with Disabilities Act (AODA), Workplace Hazardous Materials Information System (WHMIS), Ontario Building Code, Technical Standards and Safety Authority (TSSA), and the Occupational Health and Safety Act (OHSA), etc.
  • Ensures compliance with and a thorough understanding of the Collective Agreements; and corporate and divisional policies, procedures and guidelines, and City by-laws.

Key Qualifications:Your Application must describe your qualifications as they relate to: * Post-secondary education in urban and regional planning, urban geography, landscape architecture, environmental studies, or a related discipline, or an equivalent combination of education and experience.

  • Extensive experience in policy creation involving land use, land economics, real estate, landscape architecture or urban design expertise.
  • Extensive project management experience requiring high-level critical judgement and analytical thinking while managing multiple and diverse projects, coordinating multi-disciplinary staff teams and implementing complex project schedules.
  • Extensive experience with public consultation principles, techniques and implementation of consultation programs, working as an effective liaison between stakeholders (e.g. elected officials, internal and external client groups).
  • Extensive experience using planning methodologies and processes, undertaking innovative analysis, preparing formal reports and presenting project findings and recommendations internally and publicly.
  • Eligibility for membership in the Ontario Professional Planners or the Ontario Association of Landscape Architects.
