Job Description: Job Description:The Senior Planner, Victoria in Service Support Contract (VISSC) is responsible for the administration, planning, bid preparation of requirements received from the customer, Babcock International, these are complex specifications, supplied as either Particularized Maintenance Repair Specifications (PMRS) or Engineering Changes (ECs) or scope derived in execution, observations, material requirements, and scheduling issues. This position ensures all relevant standards are incorporated (C-23 SUB SAFE / ISO / NES / SSPC…). into estimates within Activities and Work Elements assigned to the Planning department.The Senior Planner is responsible for the management of their Planning department, to include the setting of weekly Targets and Objectives, and preparation and reporting of Activity status for the activity “look ahead” meetings.The Senior Planner is responsible for the closure and completeness of all work conducted prior to review by the Quality Cell and subsequently Babcock Canada Quality Support Team (QST) and Material Certification groups. The Senior Planner raises concerns with specification requirements and discusses bids with the Submarine Senior Manager Planning and Estimating prior to submission.The Senior Planner reports to the Victoria Shipyards Senior Manager Planning and Estimating reporting on progress for all activities, issues with content and workload for the Planners they have working for them.Note: Due to business needs, this position is required to be fully on-site based at 825 Admirals Road, Victoria.This is a 12 Month limited term employment with eligible benefits and 3 weeks’ vacation.What you’ll doInternal CommunicationsThe Senior Planner communicates internally with the Director of Submarines, the Senior Production Manager, Production Zone Managers, Senior Manager Planning and Estimating and Planning department throughout the planning/ bid process, after the EDWP contract is awarded, and during vessel refits, to ensure a clear understanding of the scope of work and to identify other potential work arising from the project. They will also need to liaise with Victoria Shipyards support services.External CommunicationsThe Senior Planner communicates externally with Babcock International representatives, Operations Delivery Managers (ODMs), Project Leads, On-site management representatives (OSMT), Department of Defense Quality Assurance Representatives (DND QAR), Original Equipment Manufacturers (OEM’s), sub-contractors, regulatory and independent surveyors, and consultants.

  • Ensure that labour and material estimates are properly prepared for Submarine Extended Docking Work Periods (EDWP). Covering scope from Particularized Maintenance Repair Specifications (PMRS) and Engineering Changes (ECs) for accurate evaluations of customer-supplied specifications, terms and conditions, detailed or outline specifications, drawings, sketches, or following verbal instructions. This involves soliciting pricing from suppliers, consulting with shipyard personnel, contractors, regulatory bodies and trades, and applying general and specific knowledge of the work to be performed gained from past experience and analysis, to determine man-hour and material requirements and calculate the overall costs for the project.
  • Ensures that all activities are prepared by their team for execution of submarine repair taskings complete with mandatory inspection points and all required requirements are communicated to the Planning department for implementation.
  • Ensure and assist the Planning department to properly research specialized products, equipment and systems, provide the Subcontracts Specialist with the relevant information and requests, for obtaining pertinent information and cost.
  • Liaise with Customer Material Planning, Change and Project Teams and review any issues with work execution.
  • Provides VISSC management with summaries for estimated labour and material and overviews of work content, including work requiring special consideration with regard to complexity, time requirements, and non-availability of products or services.
  • Provides, training and technical, support and administrative assistance to the Planning department and Production department.
  • Maintains estimating records and files, and liaise with Procurement Team to obtain support quotes, ensuring that work can be completed on time.
  • Maintains positive relationships with customers through pre- and post-contract communication, ensuring that customers are completely satisfied.

What you’ll bring

  • A Post-secondary Diploma or Degree from a recognized technical institution and or a trades ticket.
  • Successfully completed a certificate or diploma in Project Management.
  • A minimum of 6 to 7 years’ experience in the marine industry, including a minimum of 3 years in a management or leadership roles.
  • Experience and extensive knowledge and ability to manipulate data within the Collaborative Work Environment, Contract Estimating Tool and PEPS.
  • Ability to develop the requirement and generation of comprehensive reports, to support team execution of work.
  • PMP designation is considered an asset.

The estimated salary for this position is $106,900 – $128,300. In determining final salary, Seaspan considers many factors including the successful Candidate’s skillset and experience as well as position location and internal equity.
