This includes emergency and disaster prevention, preparedness, response, and recovery.The Alberta Emergency Management Agency (AEMA) is accountable and responsible to the GoA, to Albertans, to their communities, and to industry for the protection of people, their property, and the environment from the effects of emergency events. Alberta relies on a decentralized “system” for managing the various types of emergency events that occur every year. The AEMA accomplishes its objectives by leading the co-ordination, collaboration and co-operation between all entities involved in prevention, preparedness, response, and recovery activities within this diverse system.Our agency also works to ensure vital public services, such as government services and first responders, are available during a crisis. To learn more about Public Safety and Emergency Services, follow the link to:Role ResponsibilitiesReporting to the Manager, Provincial Recovery Planning, the Analyst is responsible for completing research and analysis on multiple topics that contribute to the implementation and maintenance of a provincial recovery framework, and specific plans and programs for integrated Government of Alberta recovery services that are adaptable to varying scales of emergency and types of hazards.The Analyst works closely with units across AEMA and other ministries to foster capacity for more integrated recovery operations, and to enhance linkages between emergency response, recovery, mitigation and preparedness. All work is in support of the Recovery Branch’s priority to support the long-term recovery of municipalities and Albertans from major disasters as well as exploring ways to foster increased resiliency.Responsibilities include:

• Developing Cabinet and decision packages that will initiate GoA disaster financial assistance programs. Conduct program analysis to support policy recommendations.
• Contributing to the development, implementation and maintenance of a provincial recovery framework and specific recovery operations plans to foster a more integrated approach for GoA resources and to provide a central hub for connection to GoA recovery initiatives.
• Providing strategic and operational supports to the branch and to other recovery organizations to sustain recovery efforts.
• Developing materials to support training exercises and to inform continuous improvements in recovery competence and capacity.

This position will be required to work in the PRCC and may be required to work in the Provincial Emergency Coordination Centre (PECC), or as needed during emergencies in order to coordinate provincial emergency response efforts and/or support/advise/assist government ministries, municipalities, Metis Settlements, and/or other organizations. QualificationsRequired:
University education in emergency management, social sciences, public administration, or a related field PLUS 2 years progressively responsible related experience; or equivalent as described below.Equivalency:
Directly related education or experience considered on the basis of:

• 1 year of education for 1 year of experience; or
• 1 year of experience for 1 year of education

The successful candidate MUST also have:

• Awareness of relevant legislation and policy directions related to recovery
• Awareness of the mandates of GoA ministries generally and specifically related to recovery programs and services
• Experience drafting briefing notes
• Knowledge of different types of research and analysis along with ability to analyze issues critically and draw conclusions / summaries
• Demonstrated ability to build relationships with internal stakeholders and appropriately deal with sensitive and complex issues
• Able to work non-standard hours with short notice for extended periods of time (i.e. weekends, evenings, nights, holidays etc. at time of incident), especially during hazard season

Assets:

• Experience in Project Management
• Knowledge of relevant ministry operational policies and procedures
• Experience in conducting research and critically analyzing issues to draw conclusions
• Experience with ArcGIS
• Experience in conducting training
