Job Description: The Edmonton Police Service (EPS) is the sole provider of police services in the city of Edmonton, as well as the largest emergency response agency in the municipality. A key consideration for the EPS is the continuance of operations during times of major crisis affecting either the community or the normal operation of police activities. The Program Manager – Emergency Management is responsible for overseeing all aspects of Continuity of Operations Planning (COOP) at EPS. Duties will include:
- Identify and establish organizational Emergency Management procedures including identification of relevant external agencies and their roles and responsibilities.
- Recommending mitigation and confidential continuity strategies for interruptions due to labour disruptions, disasters, and emergencies.
- Stakeholder engagement with employer labour relations teams, working groups, and committees (internal and /or external) as required and applicable to coordinate and integrate confidential corporate needs and strategies.
- Provide confidential strategic and tactical support during disruptions including but not limited to labour disruptions to ensure minimal operational impacts and maintain organizational stability in support of public safety and the administration of justice.
- Develop and document response roles and escalation procedures (internally and externally) to support the Emergency Management process.
- Construct a governance model and establish terms of reference and roles and responsibilities for the steering committee.
- Promote a culture of risk management and continuity of operations planning within the EPS.
- Design tabletop, functional, drills, and full-scale exercises for the organization, providing guidance and coaching.
- Analyze exercises for gaps and potential problems.
- Lead organizational areas through process improvement initiatives, researching, recommending, and implementing best practices to meet EPS needs.
- Analyze existing process models to identify opportunities for improvement.
- Monitor and measure the effectiveness of processes to ensure consistency of delivery.
- Manage the administrative functions of the program.
- Remain current on trends and research in the field of continuity of operations planning.
- Update EPS processes and plan as required.
- Seek out and maintain working relationships with the emergency management community in the Edmonton region.
- Other related duties as required.
Qualifications
- Post-secondary diploma or degree in Emergency Management or another related field.
- Certifications through the Disaster Recovery Institute would be an asset.
- Minimum of seven (7) years’ work experience in the fields of emergency management and continuity of operations planning.
- Experience working in a police environment would be an asset.
- Previous experience conducting Hazard Risk Vulnerability Assessments (HRVA) for large organizations would be an asset.
- Strong communication and influencing skills in order to win the support of senior management and influence the course of major strategic decisions.
- Excellent interpersonal skills (oral and written).
- An excellent ability to develop and maintain collaborative partnerships with various internal and external stakeholders.
- Strong problem-solving abilities.
- Public speaking, facilitation, and technical writing skills.
- Advanced knowledge of continuity of operations planning and emergency management regulations and legislation.
- Ability to work with minimal supervision and move projects forward independently.
- Proficiency in computer applications such as MS office.

- As part of your pre-hire screening, you will be required to successfully complete an Enhanced Security Clearance. Should you accept employment with the Edmonton Police Service you acknowledge and agree to participate in future Enhanced Security Re-Clearances at scheduled intervals or in any other circumstances, exigent or otherwise, as required by Human Resources Division.
Hours of Work: 36.9 hours per week.Salary Range: 95M, Salary Grade: PT3, $113,190– $141,485 (Annually).General:
