They have operations across most major verticals, including institutional & corporate, wealth management, private client, commercial banking, treasury, and retail banking.Introduction: Prime Hires is seeking a skilled Procurement Specialist/Procurement Coordinator to join our client.Contract Dates: 5 months
Pay Range: $30 to $34 per hour
Business Hours: Monday to Friday (Hybrid)Job Responsibilities:
- Providing expert policy interpretation and advice on alternative procurement/ business opportunities or strategies and making recommendations involving functional capabilities of alternate product/service providers, related to the acquisition of a variety of Information Technology (IT) goods and services and IT consulting services, ensuring compliance with OPS/Ministry Directives and Guidelines, and the Operating Procedures of the Provincial Trade Agreements.
- Organizing, coordinating, and developing generic specifications and weighted evaluation criteria in consultation with clients for IT goods/services and consulting services in order to meet the diverse operational and program requirements of the different business units of the Ministries and the Central Agencies Cluster; providing advice and guidance to clients on procurement procedures and policies, supply and delivery options, contract management, and procurement best practices.
- Developing, negotiating and managing large complex tenders, investigating and resolving major disputes with both clients and suppliers, making recommendations to clients on tender award and withholding award approval in cases of non-compliance with directives/policy/ evaluation methodology etc. Conducting vendor sourcing research by utilizing in-house catalogues, Internet, standing agreements, MERX Canadian Public Tenders service and by visiting manufacturers, suppliers and trade shows; researching/evaluating new/specialized products to determine potential for ministry use.
- Performing procurement processes for IT goods/services and IT Consulting Services on behalf of the CAC and client areas. Determining appropriate sourcing strategies and preparing procurement requisitions using the Integrated Financial Information System (IFIS). Maintaining other procurement related databases.
- The formal awarding of contracts for the Ministries and Central Agencies Cluster when acquiring IT goods/services and IT consulting services by formal tender issuance/closing/ contract award. The formal awarding of contracts by draw downs from Ministry and Corporate Vendors of Record (VORs); and by the issuing of lease letters to the leasing vendors.
- Performing service management responsibilities by assisting/leading contract negotiations between successful respondents, legal services, and clients, and developing and finalizing IT consulting service contract agreements. In addition, leading unsuccessful bidder de-briefings and responding to Tender Freedom of Information and Protection of Privacy (FIPPA) requests ensuring privacy requirements are not compromised. Managing contract compliance, investigating/resolving major supply and/or performance problems and disputes with domestic or foreign suppliers.
- Researching and analyzing trends for the purpose of standardizing, consolidating and coordinating purchasing activities within assigned area, to achieve cost savings.
- Liaising with MGS about corporate IT VORs, tenders, service level agreements and issues that pertain to the acquisition of IT goods/services and consulting services by providing Ministry and Central Agencies Cluster representation, feedback, concerns, and suggestions as required.
- Representing the section by participating on divisional/ministry/inter-ministry committees and project teams.
Experience & Qualification Requirements:
- Knowledge of Government and Ministry procurement policies and processes including the Inter-provincial trade agreements, OPS Directives, and Guidelines for IT goods/services and IT consulting services to provide expert advice on alternative procurement/business opportunities by recommending alternate product/services and acquisition channels.
- Relevant and demonstrable knowledge of contract law and relevant sections of federal and provincial legislation in order that contractual agreements may be established which best serve and protect the interests of the Ministries and Central Agencies Cluster, which comply with accepted Government and industry best business practices and which avoid litigation.
- Knowledge of various market sources, current market conditions and price trends to identify viable options; request for proposal/tender administration and contract management; the legal elements to be considered in the preparation of additional contract terms and conditions incorporated into pro forma templates minimizing the Cluster’s liability.
- Knowledge of IT goods/services and IT consulting services required by the Ministries and Central Agencies Cluster, and general knowledge of program requirements to assess the potential of new/specialized products for clients.
- Knowledge of emerging market conditions and current trends for IT goods/services and IT consulting services in order to recommend solutions to meet the clients’ diverse operational and programming requirements both current and ongoing.
- Knowledge of Ministry specialized application programs and software, as well as Ministry standard software to create and prepare recommendations, maintain projects plans and develop specifications (such as IFIS).
- Knowledge of FIPPA to ensure confidentiality of sensitive information and appropriate responses to FIPPA requests.

- Oral/written communication skills to communicate effectively with clients, suppliers, staff and other government entities regarding alternate acquisition processes, supplier problems and acquisition strategies; to develop detailed request for proposal/tenders, contractual agreements, reports and information for clients/suppliers.
- Interpersonal skills to establish and maintain effective working relationships with clients, vendors, suppliers etc. as well as leading de-briefing sessions to unsuccessful vendors.
- Negotiation and consultative skills to negotiate contentious articles within supply or performance contracts; to consult with clients to determine business needs; and to develop generic specifications and weighted evaluation criteria in consultation with clients.
- Organizational skills to organize high volumes of work, to work independently and to track expenditures and deliverables relating to procurement of goods and services.
