This position is designed to enhance efficiency, modernize financial processes, and establish a robust framework for budgeting, forecasting, and financial planning. The incumbent will lead UBC’s strategic financial initiatives, providing comprehensive long-term financial models and analysis to support strategic decisions, the management of strategic funds, and support the integration of capital planning and investments. This position works directly with department heads, stakeholders, and other key units within the university and reports directly to the Treasurer.Organizational StatusReports directly to the Treasurer. Provides strategic leadership of assigned areas within Treasury, as well as vision and direction to Faculty and Administrative leaders and financial professionals as it relates to the budget and Treasury based activities.Work PerformedStrategic Financial PlanningUnder the direction of the Treasurer and in collaboration with other VPFO Leaders and Financial Directors, the position is responsible for aligning long term financial models and strategies with UBC’s core objectives of academic excellence, research innovation, and community engagement.Strategically plan and manage long-term investments in capital infrastructure, technology, and human resources. Collaborate in the evaluation, prioritization, and funding of capital projects, ensuring they are aligned with the university’s long-term strategy and financial plans.Work closely within Treasury, the Comptroller’s Group, the Provost’s Office, and Finance Directors of faculties and business units of both campuses to improve the output and effectiveness of financial information provided to key decision-makers.Maintain regular communication with university faculties and departments, business units and UBC partners, including UBC Properties Trust, UBC Investment Management Trust, and external stakeholders, to stay informed of financial developments and provide strategic financial input.Articulate complex financial information, capital investment impacts, and strategic fund impacts in reports and presentations to the Board of Governors, university leadership and other stakeholders.Engage stakeholders in understanding financial strategies, capital planning, and the impact of strategic funds on the future of the university’s operations.Long term Financial Forecasting and ModelingResponsible for leading and developing sophisticated financial models including a tri-statement model projecting UBC’s long-term financial status on a consolidated and operating basis, together with key financial metrics. This model is expected to be updated regularly based on new data and insights to ensure relevance and accuracy in long term decision making.Conduct in-depth scenario analyses to evaluate potential impacts of strategic decisions, economic conditions, and external risks and provide financial insights and recommendations to support strategic decision-making processes at the executive level. Ensure that financial implications are clearly understood and considered in all strategic decisionsDevelops, recommends and implements a sustainable financial business plan that aligns with UBC’s long-term strategic goals and ensures financial resilience. Analyze the financial impacts of capital investments on UBC’s financial position, incorporating these into long-term financial models and plans.Identifies and recommends opportunities for cost savings, revenue generation and risk mitigation to support sustainability initiatives and long-term planning.Responsible for developing key performance indicators (KPIs) to monitor UBC’s financial performance against long-term financial models and plans that provide insights into the University’s financial health and how it is progressing towards its strategic objectives.Prepares and presents reports on the long-term health and financial KPIs to university leadership and stakeholders, ensuring transparency and informed decision-making.Leadership:Works with the Treasurer to continually align business plans, including workforce capabilities to ensure the right structure is in place at the right time to support areas of responsibility.Leads teams and influences other key stakeholders to promote a mindset of continual improvement and ensure their financial teams develop and grow this approach.Leads, develops and maintains a strong and motivated team of their own that is accountability for financial compliance, accounting and financial analysis.Is responsible for talent development, coaching, mentorship, consistent performance management and career path development.Develop individual development plans for direct reports, ensuring continued professional growth and alignment with Treasury’s and the VPFO’s strategic goals.Performs other duties as required.Consequence of Error/JudgementThis position has responsibility for the completion and accuracy of the University’s long term financial modelling and planning. The level of complexity is increased by the number of different departments within the university. Errors in judgment, decision-making, and financial plans will have serious impacts on the financial viability of the operating units as well as have significant impacts on the operating budget of the University, thereby affecting the campus community. Errors could result in financial losses and damage the reputation of the University, thereby affecting the campus community. A high degree of judgment, technical expertise and strategic thinking is required.Supervision ReceivedWorks with a high degree of independence under the direction of the Treasurer.Supervision GivenLeads a team of financial professionals within the Treasury team. Works in collaboration with finance professionals in Faculties and Administrative units.Minimum Qualifications10+ years of experience with a combination of finance and/or accounting rolesPostgraduate degree in Finance or Business Administration and completion of an accredited accounting program CPA, or the combination of education and experience. Bachelor’s and or Master’s degree/ Certificate in accounting, business, finance or related fields such as CFP, CFA, CPA, CMA, or relevant designated certificationOver 10 years’ experience at a senior finance level in a complex organization, with several years senior financial planning, systems development, business process re-engineering, and budgeting and control experienceLeadership or management roles in financial compliance and auditExperience in business process improvement and related change management including financial management and business process improvement techniquesExperience in developing and implementing financial policies and management reportsExperience in leading teams with an ability to implement strategic change and motivate staff strategic planning in a complex business environmentAbility to communicate effectively both in writing and verbally and make effective Board level presentations.Willingness to respect diverse perspectives, including perspectives in conflict with one’s ownDemonstrates a commitment to enhancing one’s own awareness, knowledge, and skills related to equity, diversity, and inclusion
